Public consultation opens on detailed proposals to redevelop 130 Fenchurch Street
Detailed proposals for the redevelopment of 130 Fenchurch Street in the City of London have been launched for further consultation, following an initial public consultation process in November last year.
The proposals have been brought forward by Aviva Investors to revitalise the existing structure, which currently lies vacant and suffers from dated operational credentials and poor energy capabilities.
Designed by WilkinsonEyre and developed by CO—RE, the proposals for the site are designed to create an ambitious landmark building designed to connect sensitively to the surrounding Eastern Cluster. The scheme aligns with the City of London’s City Plan 2040, which sets out the City Corporation's priorities for development of the Square Mile, together with policies that will guide future decisions on planning applications.
The proposals for the new building include 31-storeys of office space, whilst also providing an improved streetscape and public-use amenities at street level. The new design integrates occupier wellbeing and flexible working practices to create a showpiece office building, which can support a new era of office working in the City.
The latest proposals for the redevelopment of 130 Fenchurch Street include:
- 600 sqm of ground-floor public space, featuring new retail and food and beverage amenities, as well as pedestrian access linking Cullum Street and Fen Court
- A dynamic cultural offer which includes exhibition space on level 17.
- Distinctive design featuring a staggered form with a striking tower ‘crown’, stepping down into the north and lower historic buildings within the centre of the Easter Cluster
- Biodiversity considerations through the creation of green terraces for public and private use that will offer views across the City at level 20, while creating visual links with the neighbouring roof garden at 120 Fenchurch
- Targeting industry leading standards for sustainability including BREEAM, 5.5* NABERS, and WELL
- The building fabric will be designed to be optimised for energy efficiency, incorporating effective management of solar gains and minimising embodied carbon through lean design and reuse of material.
Whilst the longer-term proposals for the cultural offer evolve, temporary uses of the site are already being actively explored. A new temporary cultural space and programme, Seed130, will soon be launched with a range of exhibitions throughout the year. These initiatives will act as a testbed for cultural programming, shaping the vision for the site’s long-term aims of integrating a cultural offer as part of the permanent scheme.*
130 Fenchurch Street forms the most recent addition to Aviva Investors’ development portfolio in the City of London which includes One Liverpool Street and 101 Moorgate, two flagship schemes which bookend the eastern and western entrances of the new Elizabeth Line entrance at Liverpool Street station and together will provide nearly 250,000 sq ft of leasable office and retail space.

The second phase of consultation has now been launched, providing further opportunity for the community to provide feedback. An in person public consultation event took place on Thursday last week, with a further event to be held on Wednesday 5 March, 4pm-7pm at 130 Fenchurch Street, London, EC3M 5DJ."
